We are a diverse, female-owned and operated engineering firm. Our passion for the environment and commitment to building strong relationships with our clients, set us apart from our competitors. A common-sense approach to engineering and construction, paired with a unique ability to think outside the box, have allowed LTA Engineers to assist coastal communities with expert technical solutions for the increasing environmental challenges these communities face. 

LTA Engineers specializes in stormwater management systems and infrastructure solutions that improve the built environment and protect nature. We believe that development can be functional, beautiful, environmentally friendly and resilient in the face of rising tides and increased storm intensity. 

LTA Engineers has been providing sustainable, long-term solutions to coastal and island communities since 2000. 

President and founder, Lynn Townsend Burnett,  was recognized by Forbes Magazine as a community leader in 2009. She continues to provide long range planning solutions with supportive capital improvement programs to address sea level rise resiliency around the globe. 


Lynn Townsend Burnett, Principal and Owner at LTA Engineers, has over 25 years of progressively responsible experience in civil engineering, including serving as project manager of all types of both public and private sector projects. Lynn served as the Vice President of a nationwide engineering company prior to starting her own engineering practice in Marion and Manatee Counties. She has been responsible for all aspects of project management from conceptual planning to final certifications and she enjoys the most challenging of projects. The majority of her experience has been in stormwater, roadway, and utility related projects. Lynn has extensive experience in addressing and mitigating coastal flooding issues associated with severe climate change and sea level rise. Lynn currently serves as the City Engineer for the City of Holmes Beach, the City of Bradenton Beach and the Town of Redington Beach. She serves on the Local Mitigation Strategy Group of Manatee County, the Technical Advisory Committee of the Sarasota/Manatee Metropolitan Planning Organization, and the Barrier Island Traffic Committee.

Lynn is married to firefighter Seth Burnett and has two teenage sons. She and her family live in Bradenton, Florida and in their spare time, enjoy spending time outdoors, riding horses, and playing golf.

Lynn Burnett

Samar Al Mashrafi, E.I.

Samar Al Mashrafi joined the LTA Engineers’ team in 2021 as an Engineer I. Her responsibilities include preparing project design calculations and reports, coordinating with the design team and conducting field inspections. Her problem-solving, data analysis and resilience skills make her a valuable asset of the LTA team. She recently graduated with a master’s degree in environmental engineering from the University of South Florida where her research focused on the sustainability of an energy recovery technology called Pressure-Retarded Osmosis. Samar also received her bachelor’s degree in civil engineering from USF and has experience in the wastewater and petroleum sector.

Samar was born and raised in Oman and moved to Tampa, Florida in 2015. She often finds herself traveling, sightseeing, hiking to waterfalls and trying new cuisines in her free time.

Eva Lamiano

A strong background in Business Management and over 25 years’ experience as a Project Administrator and Coordinator makes Eva Lamiano a valuable player on the LTA Engineering team. Working closely with the Project Manager, her problem- solving and multitasking skills ensure projects are completed on time and within budget. Prior to joining LTA Engineers, Eva received her bachelor’s degree in marketing and was a successful small business owner in multiple, diverse industries in New York and Florida. With an entrepreneurial mindset, impeccable organizational skills and creative thinking, she is a key employee of the company. Eva’s responsibilities include general office management, accounting and billing.

Eva, her husband and two cats, reside in Lakewood Ranch. As outdoor enthusiasts, they enjoy traveling, kayaking, hiking, photography and the Florida lifestyle.

Rebecca Ling

Rebecca Ling joined the LTA Engineers team in 2019 as a permit specialist and CAD technician. Her attention to detail and expertise with technology make her a key asset in ensuring all of our documents are correct and timely. Rebecca received a bachelor’s degree in Economics from the University of Florida and has experience in the appraisal industry and in business management.

Rebecca resides in Sarasota with her husband, horse, and dog. In her free time, she enjoys trail riding with her horse, traveling and spending time on the water.

Kenneth Townsend

Ken Townsend is the Senior Construction Manager and Inspector for LTA Engineers. His work experience includes serving as the Assistant Public Works Director for the City of Bradenton, Florida. Ken has over 45 years of experience in Engineering, Planning and Construction Management. Ken is responsible for construction oversight and management, quality control, quality assurance as well as value engineering for private, public and in-house projects.

Ken is married with 2 grown children. He enjoys fishing and riding motorcycles.
